A. Mission Statement
The mission of the Baylor University Department of Risk Management is to provide, in concert with the University's Vision 2012, a comprehensive risk management program that includes fire/general safety, radiation safety, laboratory safety, asbestos/indoor air quality and crisis management that contributes to the health, safety and protection of employees, students and visitors, while also protecting the University's physical and financial resources. These activities include:
Fire and General Safety
Administer a continuing program to ensure a fire safe campus and minimize risk of property damage.
Ensure compliance with applicable federal, state, and local codes, and university policy and procedure.
Administer a continuing program to ensure inspections and maintenance of fire and life safety systems in Baylor University facilities in accordance with NFPA 13, 25, and 72.
Afford the children a safe and care free play space while on the playground at Piper CDC.
oReduce or eliminate playground safety deficiencies
Radiation Safety
Maintain the Radiation Safety Program in accordance with the Texas Administrative Code: 25 TAC 289.
Maintain the Laser Safety Program in accordance with the American National Standards Institute: ANSI Z136
Laboratory Safety
Assist lab managers in maintaining safe and compliant lab environments, in accordance with the OSHA lab standard, and best practices through implementing timely policies, and managing an effective lab inspection regime.
Provide safe, cost effective, timely and compliant management of hazardous materials.
Asbestos/Indoor Air Quality
Resolve mold complaints in a timely manner.
Baylor asbestos abatement projects will pass all state inspections with 100% compliance.
Crisis Management
Maintain and coordinate appropriate radio, telephone, and video equipment systems to assure full capability in order to maintain communication on campus during a crisis.
Implement and maintain crisis management, business continuity and all applicable plans in line with NIMS, NFPA 1600 and other requirements and guidelines.
Insurance/Risk Transfer
Procure and maintain various property and casualty insurance policies which provide liability coverage to certain employees in the performance of their duties and protection for physical assets owned, leased or rented.
Implement a process to educate faculty, staff and students about transfer of risk to the University through contracts for products and/or services.
B. Purpose
Risk management is the process of protecting the University's assets through identification and analysis of exposures, controlling the exposures, financing of losses and implementation and monitoring of the risk management process. This process is accomplished at the University through risk management programs that are implemented through collaborative efforts with several departments and the Risk Management Committee. To achieve effective implementation, all members of the University community have a responsibility to actively support the risk management programs, policies, and procedures.
