Baylor University Handgun Policy

Texas Senate Bill 11 Information:

On June 13, 2015, Governor Abbott signed into law S.B. 11 which adds section 411.2031 to the Government Code.  This section authorized a concealed handgun license holder to carry a concealed handgun on the campus of a public or private university in Texas, effective August 1, 2016.  The Bill also allowed private universities to opt out, not allowing concealed handgun license holders to carry their handgun on the campus.

Last spring, Baylor completed a deliberative process outlined by Texas Senate Bill 11 through which private universities could opt out of what is known as the “campus carry law.” After robust conversations in Faculty Senate and Staff Council and the extensive work of Student Government, who sought feedback through a variety of events, focus groups and a student online poll, Baylor determined that it would continue to prohibit license holders from carrying concealed handguns on the Baylor University campus, on any grounds or building on which an activity sponsored by Baylor University is being conducted or in a passenger transportation vehicle owned by Baylor University.  (Note:  the open carry of handguns [or other firearms] on a college campus continues to be prohibited by law.)

This continuation of Baylor’s policy to ban firearms from University property acknowledges that under Texas law, a student who holds a valid concealed handgun license may store a concealed firearm in a locked, personal vehicle parked on a campus street or in a Baylor parking lot or garage.

As you enter high-traffic buildings on campus you will see new signs reminding visitors of the no-firearms policy. Baylor University has policies banning various other weapons from campus:

Baylor University Concealed Hand Gun Prohibition Notice:

Pursuant to section 30.06, Penal Code (trespass by holder of license to carry a concealed handgun), a person licensed under subchapter h, chapter 411, government code (concealed handgun law), may not enter this property with a concealed handgun.
