Manager of Affirmative Action and Equal Opportunity and 504 Coordinator
In July 2018, Shirl Brown joined the Equity Office where she serves the University as the Manager of Affirmative Action (AA) and Equal Opportunity (EO) and 504 Coordinator. As Manager of AA and EO, Shirl focuses on ensuring institutional compliance with state and federal affirmative action obligations and collaborating with various University offices to integrate diversity best practices into employment and workplace practices as well as educating of the campus community with a particular emphasis on faculty and staff recruitment, retention, and equity. Also, within this capacity, another area of responsibility for Shirl is the role of Equal Employment Opportunity (EEO) Coordinator, where she is accountable for coordinating and monitoring the development and implementation of the University’s Affirmative Action Program (AAP).
As the 504 Coordinator, Shirl is responsible for assuring compliance with the Americans with Disabilities (ADA) Act, Sections 503 and 504 of the Rehabilitation Act of 1973, and other federal and state laws and regulations pertaining to persons with disabilities. She also coordinates with various University offices with campus-wide responsibilities relating to compliance, including but not limited to:
- Office of Access and Learning Accommodation – OALA (students)
- Human Resources (faculty/staff)
Shirl began her career at Baylor University in the Human Resources (HR) department in September 2001. While in HR, she has served in various capacities as a recruiter, Manager of Talent Acquisition, Faculty Services Specialist, Manager of the HR Service Center, and Manager of Equal Employment Opportunity and Inclusion. She earned her Bachelor of Business Administration degree in management with an emphasis in human resources from the University of Houston and a Master of Science degree in Organizational Development from Abilene Christian University.
Shirl is an active member of Faith Christian Center in Harker Heights, and the mother of four children – Joshua, Morghan, Logan, and Kyndall.
