Chapter 33 Application Process - Spouses or Dependents

Using VA benefits for the first time:
  • The Veteran or Active Duty service member must submit a transfer of entitlement request. For more information about making the request: http://www.gibill.va.gov/benefits/post_911_gibill/transfer_of_benefits.html
  • Complete the online application VA form 22-1990e: https://vabenefits.vba.va.gov/vonapp/main.asp
  • Submit Certificate of Eligibility to VA Coordinator in the Office of the Registrar.
    - If you have not yet received your Certificate of Eligibility from the VA, you may submit a copy of a Transfer of Eligibility letter that states how many months you were transferred.
  • Complete and provide a Request for Certification Form to the VA Coordinator after you have registered for the semester.
Using VA benefits for the first time at Baylor University:
(If you previously used VA benefits at another school)
  • Complete the online Request for Change of Program or Place of Training Form (22-1995) if transferring to another institution and not changing benefits: https://vabenefits.vba.va.gov/vonapp/main.asp
  • Submit copy of Form 22-1995 AND Certificate of Eligibility to VA Coordinator in the Office of the Registrar.
  • Complete and provide a Request for Certification Form to the VA Coordinator after you have registered for the semester.
