Extending the familiar Hall Effect, the Quantum Hall Effect is observed in 2-dimensional systems and strong magnetic fields where the limited dimensions cause highly degenerate Landau levels to form. The Fractional Quantum Hall effect is observed when electron interactions are significant enough that additional quasiparticle states become available.
