A group of state, county and city governments and organizations and higher educational institutions in Central Texas announced the creation of the Central Texas Technology and Research Park, and the park&#039;s first project, the Baylor Research and Innovation Collaborative (BRIC) to be housed in the former General Tire facility on South Loop Drive in Waco.</description>

That&#039;s the finding of Baylor law professor Mark Osler who has spent more than a decade studying, testifying on and arguing cases about sentencing crack cocaine offenders. Osler has been invited to share his expertise at Harvard University in Cambridge, Mass., Monday, Nov. 16, at 6 p.m.</description>
