Chapter 33 - Marine Gunnery Sergeant John David Fry Scholarship

Public Law 111-32, the Marine Gunnery Sergeant John David Fry Scholarship, amends the Post-9/11 GI Bill (chapter 33) to include the children of service members who died in the line of duty after Sept. 10, 2001.

Using VA benefits for the first time:
  • Complete the online application VA form 22-5490: https://vabenefits.vba.va.gov/vonapp/main.asp
  • Submit Certificate of Eligibility to VA Coordinator in the Office of the Registrar.
  • Complete and provide a Request for Certification Form to the VA Coordinator after you have registered for the semester.
Using VA benefits for the first time at Baylor University:
(If you previously used VA benefits at another school)
  • Complete the online Request for Change of Program or Place of Training Form (22-5495) if transferring to another institution and not changing benefits: https://vabenefits.vba.va.gov/vonapp/main.asp
  • Submit copy of Form 22-5495 AND Certificate of Eligibility to VA Coordinator in the Office of the Registrar
  • Complete and provide a Request for Certification Form to the VA Coordinator after you have registered for the semester.
Benefit Payments:
  • Under the John Fry Scholarship, students receive the same benefits as a student under Chapter 33 Post 9/11 GI Bill at 100%.
  • Students using the John Fry Scholarship are not eligible for the Yellow Ribbon Program.
