Dr. Lyon opened the meeting at 3:32 p.m. and welcomed those present.

Dr. Laine Scales gave the invocation.

Mr. Chip Tate gave an update on admissions for the current year. Admissions are up 25% which is very encouraging. He noted that this means more work in the admissions office and he thanked the departments for their understanding the delay in processing of applications and their understanding the need to balance priorities with admissions deadlines. Some new procedures have been implemented and he plans to contact some departments this semester for feedback on the admissions process.

In response to the increase in graduate admissions, Dr. Lyon pointed out that in Dr. Lilley's newsletter to the Regents, the President noted the 25% increase. Dr. Lyon also noted that early applicants are typically the stronger applicants. Thus it is not surprising that these new applicants score 120 points above our current GRE average

Dr. Ken Wilkins reported on the military programs associated with Baylor, saying these are "among Baylor's best kept secrets." The first of the degrees offered by the Baylor-Army program was the Masters in Health Administration (MHA), begun in 1951 at Fort Sam Houston in San Antonio, Texas. The entry-level degree in physical therapy, now the Doctor of Physical Therapy (DPT) degree is also offered at Fort Sam Houston in San Antonio, Texas. The Doctor of Science in Physical Therapy (DScPT) in the area of orthopedic physical therapy is offered at Fort Sam Houston, and the sports medicine specialization is offered at the U.S. Military Academy at West Point, New York. Baylor also offers the MHA/MBA in cooperation with the Business School. The MHA (20th in U.S. News & World Report) and DPT (5th) programs are nationally ranked, and the research that the physical therapy faculty and students produce is published in internationally recognized journals. Dr. Wilkins announced that last week Baylor was awarded the contract for a new degree, the Master of Science in Nutrition. He also announced that a transitional degree is under discussion to allow past MPT graduates of the U.S. Army/Baylor program to complete coursework toward the DPT.

Dr. Lyon remarked that the military rankings are based on the U.S. News and World Report and that the broad visibility of the U.S. News and World Report is important. These military programs produce revenue, set the stage for future programs, and now that we have a model in place, future programs combining our Waco campus resources with other military and outside campuses will be more easily accomplished.

Dr. Scales presented information about the new graduate housing and the recent open house. The Quadrangle is located at 1825 South 5th Street and the deadline for signing leases for 2006-07 is February 28, although apartments may still be available after that date. After that time, the apartments may be offered to students other than graduate students. Dr. Scales asked graduate program directors to encourage their students to consider living there, since this initial year is crucial to the success of the housing. Faculty members desiring a close location to campus are also welcome. Brochures about the housing were distributed. Bracy and Rapture Hill are the Community Leaders for the apartments. Dr. Lyon added that we have needed this housing for years and help from the directors will be appreciated.

Dr. Lyon presented budget data regarding stipend and tuition awards. Several factors play a part in how the stipend budget is awarded to departments, but he explained how he distributes the money as equitably as possible. He also discussed the enhancements program, saying that the funds for that program are still available. He encouraged directors to offer the enhancements early when they have prospective students who are especially outstanding. Students can be encouraged to commit to coming to Baylor, knowing that the enhancement money is non-taxable and that the Dean only awards these to our strongest applicants. Enhancements may be requested and offered even before the student is admitted, contingent upon the receipt and completion of all application materials as projected.

The Dean closed the meeting by showing the PowerPoint presentation that will be given to President Lilley and Provost O'Brien when they come to lunch in the GraduateSchool on Friday, January 27, 2006.
